What is a Pinch Weld mod?

Hey guys. This may seem like a stupid question, but I have seen the pinch weld mod as a solution for tire rubbing with oversized tires and I have no clue what that means. Would someone inform me? My 35's are rubbing with the wheel cranked and if this works to fix it, I would love to have it done. Thanks guys.

Did it on my truck and put an angle cut in the fender liner so i could keep the liner in the truck.
