stall speed is the maximum engine speed (input)that can be obtained at full throttle with the turbine (output, or transmission side) held stationary. our trucks are set for 2400 rpm as delivered from the factory. this is a mechanical, not electrical or electronic, design element. so to ask a possible question in advance no your uprev will not be able to change this figure.

You mean from DRIVE right? Not being in neutral and reving it up to 2400 RPM and dropping it into drive? right?

Um,....not quite. dropping it into drive from neutral while the engine is revved up will cause damage to the transmission. you can try it but you will probably only be able to do it once. and you will probably get ugly crunchy noises for your efforts. To answer your other question the stall speed is reached when the transmission is in gear (forwards or backwards, makes no difference). when i was referring to the part of holding the turbine still means that the truck is in gear and not moving. now whether its not moving from just starting to pull a load (the truck's weight) or from you holding your foot on the brakes are about the only two normal ways to do this.
