Also maybe worth checking with a scope or something if there is something blocking your fill tube.

not sure why the sensor failing will cause the filling issue you are having.
not sure if this would fix your problem, but I would check to make sure that the hoses connected to the purge valve are clear of everything. ummm...maybe have to go with replacing canister.
