I didn't see an exterior sub so I hope this is the right place for this. Anyway as the topic says the chrome primarily the top part of the bumper under the chrome grill is getting rust spots and I cant bare to look at it. Can you swap out that chrome piece or would I need a brand new bumper? I know I could always sand and plastidip / paint but I like the chrome until I can get an ADD bumper.

Front bumper chrome rusting
The chrome piece in the center is not just a piece... The entire bumper is one big unit and the endcaps just cover the parts that aren't shiny. So, you would need to remove and replace the entire bumper and then put the endcaps back on.

mines rusting too so i'll be going with a black bumper instead. good luck with your swap! looks pretty straight foward to do
