Maybe you swap the wrong relay?
Try to make sure the relay is put back in tight and is having good contact.
Did you use a meter to test the fuse or just looking at it?
These fuse sometimes look "OK" when it's actually blown

Check all these fuses and fusible links

 

Did you figure this out? I am having the same issue. IPDM maybe? Checked the fuses and looked fine. Switched the relays.... Duno?

 

If you're only looking at the fuse you might think it's fine when it's blown.
Put a meter to it. These fuse are so small that it's hard to tell if it's blown by looking only.

 

I tried all the steps from the posts........no luck. I finally gave in and took the Titan into the dealership. The result was that my relay box in my engine was malfunctioning. I had to replace it. So now, $500 dollars later (parts and labor) I now have lights.

Thanks to everyone for their help. If you have the same problems, my advice now if nothing else worked is to take it in and pay to get it fixed.

I know it's already done but a new IPDM with all new relays and fuse is only about $100.

Ι have the same problem with you, first the Ecu and then the headlights.
Please could you inform me the part code from the relay box? ( because all the parts I buy from internet, Nissan Greece does not sale Titan models).
